HONESDALE -- Every registered voter may chose to participate in the Nov. 3, 2020 General Election: 1) in person or 2) voting by mail.

For detailed information about the election and voting, visit the PA Department of State elections page VotesPA.com to check your registration status; find your polling location; request voter registration forms, absentee or mail-in ballots.

If you request a mail-in ballot, complete it carefully. Instructions are provided to help voters avoid common mistakes that may result in ballots being ineligible to be counted. If you have concerns about postal delivery, request your mail-in ballot now and vote it as soon as you are able. You may also request a mail in ballot in person at the Elections Office in the Wayne County Courthouse at 925 Court Street in Honesdale. Hours are Monday through Friday from 8:30 am to 4:30 pm on regular business days. Please note, masks and ID are required.

If you prefer to drop your ballot off in person, you may drop it in a secure drop-box in the lobby of the Wayne County Courthouse during courthouse hours, which is emptied by Elections staff several times a day, as pictured) or in the Elections Office on the 3rd floor. The Elections Office will be open to the public until 8 pm on election night, Tuesday Nov. 3, for voters to drop off ballots.

If you requested a mail-in ballot, but show up at the polling location on election day, you will be denied access to vote if you have already voted and returned your ballot. If you did not return the ballot, then you must surrender the complete mail-in ballot package sent to you (including return envelope, your ballot, and secrecy envelope). After completing attestation paperwork, you will be cleared to vote in person.

If you do not have ALL of the ballot packet with you, you must surrender what you have, complete attestation paperwork, and a provisional ballot will be issued. The provisional ballot process allows voters the opportunity to vote, even if voter eligibility is not confirmed at the polling location. Provisional ballots are reviewed by the Director of Elections and presented to the Board of Elections shortly after election day. For this reason, provisional ballots are not counted on election day and will not be counted for a minimum of 3 days. The eligibility of provisional ballots is confirmed, or otherwise, through this process. The provisional ballots deemed eligible will be counted. Ineligible provisional ballots will not be counted.

For those voting in person, The Wayne County Bureau of Elections has made four changes to voting locations for the Nov. 3 General Election..

The County Commissioners, as the Board of Elections, approved the PA Game Commission Garage at 2263 Great Bend Turnpike, Honesdale, as the polling location for voters in Lebanon Township. It had been held at the Rileyville Community Association just down the road. Signs will be posted at the former location, and the arrangement is expected to be long term.

Voters in the Damascus 2 will go to the Calkins Baptist Church at 527 Calkins Road, Milanville, to cast their ballots. The polling place had previously been located at the Labor Grange Hall nearby. This change is also expected to be long term.

In Dyberry Township, voters will cast ballots at the Bethany United Methodist Church at 3 Court Street, Bethany for the Nov. 3 General Election. This polling location has been temporarily moved from the Bethany Village Assisted Living Facility in light of the COVID-19 Pandemic.

Finally, the Mount Pleasant Municipal Building at 128 Pleasant View, Pleasant Mount, will host Mount Pleasant Township voters for the General Election. This change, from the Pleasant Mount Public Library, will remain in effect until a change is required in the future.

All other polling locations will be open on Election Day November 3 from 7 am to 8 pm. Locate your polling place here.

If you requested a mail in or absentee ballot, please review instructions carefully, vote it and return it to the elections office by mail, or by dropping it in the lobby of the courthouse or directly at the elections office.

The last day to register to vote or to change your address, name or party affiliation is Oct. 19, and the last day to request a Mail-in or Absentee Ballot is Oct. 27. Both can be accomplished at www.VotesPA.com.
