Wayne County is seeking professional services from a Firm or Individual to assist the County and partners in the Implementation of Broadband strategies across Wayne County.

Building on work already completed with our ISP partners, including projects identified during 2020 CARES, Wayne County and municipal and community partners want to secure a contract for IT/ Broadband Implementation Professional Services. Contract will be for 12 month original period with (2) extension periods and a 60 day cancellation notice by either party.

The purpose and goal of th is professional services agreement will be to secure affordable and accessible broadband services throughout Wayne County. This will be accomplished by the agreement on defined measurable outcomes. The continuation of the contract past the initial period will be determined based on the successful task completion as defined by the parties after the initial and follow-up study period.

Access to funding and assistance with grant writing or grant writing assistance will be a key component to this partnership,

The preferred partner will have technical experience to include:
• Have a working knowledge of broadband delivery technologies including copper, wireless, cellular, fiber, cable, satellite, broadband over power, and emerging technologies.
• Work with Incumbent Local Exchange Carriers (ILEC}, Competitive Local Exchange Carriers (CLEC} and other internet service providers to expand areas of coverage within their respective service areas.
• Understand the full broadband delivery infrastructure including provisioning, servers, routers, switches, firewalls, traffic shaping, DDOS protection, and other
hardware/software involved in providing service.
• Analyze networks for resiliency/redundancy and identify areas at risk for loss of
• Ability to create network topology maps and identify areas without adequate broadband service at "street level". This will include working with County GIS staff
to update and generate mapping and identify appropriate project needs.
• Complete cost comparisons in areas with multiple providers and identify areas
that may not have access to affordable broadband services.
Special Requirements:
Experience developing relationships with relevant funding sources; Assistance in identification of grant opportunities including American Rescue Plan Funding as well as State and Federal grants. Experience creating technical documentation to support grant applications and other funding sources, including grant writing or assistance in grant completion and submission.
Wayne County has an established Technology Committee that has been working on Community Solutions related to Broadband for several years. Representatives from County government, Economic and Workforce Development, Public Schools, Library System and Business have conducted studies and engaged in professional services for projects and solutions. Several successful projects have been completed. The selected Firm or Individual will assume a leadership role in the Wayne County Technology Committee.
